    An analysis of regulatory frameworks for wireless communications, societal concerns and risk: the case of radio frequency (RF) allocation and licensing.

    This thesis analyses how and why culture and geography influence the allocation and licensing of the radio frequency (RF) spectrum in different nations. Based on a broad study of 235 countries, an inter-disciplinary approach is used to explore regulatory frameworks and attitudes toward risk. In addition, detailed case studies of the UK, France, the US and Ecuador provide deeper insights into the main contrasting regulatory styles. Three alternative sociological theories are used to analyse and explain the results for both the in-depth and broad brush studies. The Cultural Theory of Mary Douglas and co-workers is first used to categorise countries in terms of perceptual filters. The empirical findings indicate some countries to be apparently exceptional in their behaviour. The theory of Bounded Rationality is used to investigate and explain these apparent irrationalities. Finally, Rational Field Theory shows how beliefs and values guide administrations in their RF regulation. A number of key factors are found to dominate and patterns emerge. The European RF harmonisation is unique. Following European unification, wireless regulation is divided into two major camps (the EU and the US), which differ in their risk concerns, approach to top-down mandated standards, allocation of RF spectrum to licence-exempt bands and type approval process. The adoption of cellular and TV standards around the world reflects geopolitical and colonial influence. The language of a country is a significant indicator of its analogue TV standard. Interestingly, the longitude of a country to a fair extent defines RF allocation: Africa and West Asia follow Europe, whereas the Americas approximate the US. RF regulation and risk tolerability differ between tropical and non-tropical climates. The collectivised/centralised versus the individualised/market-based rationalities result in different regulatory frameworks and contrasting societal and risk concerns. The success of the top-down European GSM and the bottom-up Wi-Fi standards reveal how the central- planning and market-based approaches have thrived. Attitudes to RF human hazards and spurious emissions levels reveal that the US, Canada and Japan are more tolerant of these risks than Europe. Australia, Canada, New Zealand, UK and USA encourage technological innovation. A practical benefit of this study is that it will give regulators more freedom to choose a rational RF licensing protocol, by better understanding the possibly self-imposed boundaries of cultural and geographical factors which are currently shaping allocation. Academically, there is utility in undertaking a cultural and geographic analysis of a topic that is mostly the domain of engineering, economic and legal analysts

    Strengths and limitations of conventional approaches to risk assessment and management of EMF exposure from 5G and B5G networks

    This paper describes the current science-based approach to ensuring public safety from RF-EMF base stations. It acknowledges that a degree of public concern persists despite the fact that dose limits are seldom if ever approached in practice. One plausible contributor to the discord is a tendency within parts of academia and by some planning authorities to pursue a technocratic policy approach to siting wherein public concerns are attributed to scientific uncertainty over health risks, whereas the reality is that societal concerns over base stations is broader. Thus, potential mis-framing of the debate as a purely scientific issue leads to inappropriate risk communication exercises which in fact polarise the situation by disenfranchising other potentially legitimate siting concerns. It is recommended that more attention should be paid to the non-health related siting issues, which could be handled by a thoughtful democratic / deliberative process, and that this should not be conflated with the scientific debate over the uncertain and possibly non-existent risks posed by RF EMF complying with the existing science-based dose limit

    The current science-based approach to ensuring public safety from RF-EMF base stations is described, and a potential misframing of the debate as a purely scientific issue, which in turn led to inappropriate risk communication exercises, is pointed to. Plausibly, this polarised and charged the situation by disenfranchising other potentially legitimate siting concerns. While the primary health recommendation remains unchanged, namely, to follow the guidelines set by the science-based ICNIRP and IEEE expert groups, and to limit the ICNIRP 2020 and IEEE 95.12019 power density exposure level for general-public: between 400 – 2000 MHz fMHz/200 (W/m2) and 10 (W/m2) above 2000 MHz, other legitimate concerns should not be disregarded

    Signing at the beginning versus at the end does not decrease dishonesty

    Honest reporting is essential for society to function well. However, people frequently lie when asked to provide information, such as misrepresenting their income to save money on taxes. A landmark finding published in PNAS [L. L. Shu, N. Mazar, F. Gino, D. Ariely, M. H. Bazerman, *Proc. Natl. Acad. Sci. USA.* 109, 15197–15200 (2012)] provided evidence for a simple way of encouraging honest reporting: asking people to sign a veracity statement at the beginning instead of at the end of a self-report form. Since this finding was published, various government agencies have adopted this practice. However, in this project, we failed to replicate this result. Across five conceptual replications (*n* = 4,559) and one highly powered, preregistered, direct replication (*n* = 1,235) conducted with the authors of the original paper, we observed no effect of signing first on honest reporting. Given the policy applications of this result, it is important to update the scientific record regarding the veracity of these results

    Structural and functional characterization of Pseudomonas aeruginosa CupB chaperones

    Pseudomonas aeruginosa, an important human pathogen, is estimated to be responsible for,10% of nosocomial infections worldwide. The pathogenesis of P. aeruginosa starts from its colonization in the damaged tissue or medical devices (e. g. catheters, prothesis and implanted heart valve etc.) facilitated by several extracellular adhesive factors including fimbrial pili. Several clusters containing fimbrial genes have been previously identified on the P. aeruginosa chromosome and named cup [1]. The assembly of the CupB pili is thought to be coordinated by two chaperones, CupB2 and CupB4. However, due to the lack of structural and biochemical data, their chaperone activities remain speculative. In this study, we report the 2.5 A crystal structure of P. aeruginosa CupB2. Based on the structure, we further tested the binding specificity of CupB2 and CupB4 towards CupB1 (the presumed major pilus subunit) and CupB6 (the putative adhesin) using limited trypsin digestion and strep-tactin pull-down assay. The structural and biochemical data suggest that CupB2 and CupB4 might play different, but not redundant, roles in CupB secretion. CupB2 is likely to be the chaperone of CupB1, and CupB4 could be the chaperone of CupB4:CupB5:CupB6, in which the interaction of CupB4 and CupB6 might be mediated via CupB5

    A Review and Analysis of the Effects of Colors of Light On the Performance of Solar Photovoltaic Panels

    Solar energy is quite simple as the energy can be obtained from the sun directly. Solar energy is categorized as one of the best renewable energy since it does not emit carbon dioxide and because of unlimited supports from the sun. In this paper, three main sections of solar technologies like photovoltaic solar panel, concentrating solar power, heating and cooling system which is available present days have been investigated.  In the second part of this research, an experiment has been carried out to evaluate the effects of colors of light on the performance of solar photovoltaic panels. Different colors of light having different wavelength, resulting in different frequency and hence different energy. In general, the solar spectrum influences the performance of the solar panels. The results show that the solar panels are influenced more by the red color of light. This report will start off by detailing the three main solar technologies, followed by the testing on the colors of light with the solar panels

    Loss of miR-204 expression is a key event in melanoma

    Cutaneous melanoma (CM) is a malignancy with increasing occurrence. Its microRNA repertoire has been defined in a number studies, leading to candidates for biological and clinical relevance: miR-200a/b/c, miR-203, miR-205, miR-204, miR-211, miR-23b and miR-26a/b. Our work was aimed to validate the role of these candidate miRNAs in melanoma, using additional patients cohorts and in vitro cultures. miR-26a, miR-204 and miR-211 were more expressed in normal melanocytes, while miR-23b, miR-200b/c, miR-203 and miR-205 in epidermis and keratinocytes. None of the keratinocyte-related miRNAs was associated with any known mutation or with clinical covariates in melanoma. On the other hand, the loss of miR-204 was enriched in melanomas with NRAS sole mutation (Fisher exact test, P = 0.001, Log Odds = 1.67), and less frequent than expected in those harbouring CDKN2A mutations (Fisher exact test, P = 0.001, Log Odds − 1.09). Additionally, miR-204 was associated with better prognosis in two independent melanoma cohorts and its exogenous expression led to growth impairment in melanoma cell lines. Thus, miR-204 represents a relevant mechanism in melanoma, with potential prognostic value and its loss seems to act in the CDKN2A pathway, in cooperation with NRAS

    Emotional intelligence buffers the effect of physiological arousal on dishonesty

    We studied the emotional processes that allow people to balance two competing desires: benefitting from dishonesty and keeping a positive self-image. We recorded physiological arousal (skin conductance and heart rate) during a computer card game in which participants could cheat and fail to report a certain card when presented on the screen to avoid losing their money. We found that higher skin conductance corresponded to lower cheating rates. Importantly, emotional intelligence regulated this effect; participants with high emotional intelligence were less affected by their physiological reactions than those with low emotional intelligence. As a result, they were more likely to profit from dishonesty. However, no interaction emerged between heart rate and emotional intelligence. We suggest that the ability to manage and control emotions can allow people to overcome the tension between doing right or wrong and license them to bend the rules
